The article examines the principle of the rule of law
as a key universal mechanism for ensuring human rights
in the context of modern global challenges, transforma
tions of political regimes and the erosion of democratic
institutions. Attention is drawn to the growing relevance
of this issue in the context of international crises, con
flicts, authoritarian tendencies and the general weakening
of trust in state institutions, including those traditionally
considered guarantors of democracy. The rule of law is
considered as a multi-component legal phenomenon, which
includes legal certainty, limitation of public power by law,
effective access to justice, legal equality and independ
ence of the judiciary. The aim of the article is not only to
identify the theoretical and legal foundations of the rule
of law, but also to study its role as a system-forming fac
tor of the rule of law and an effective tool for the real
guarantee of human rights. It is determined that the rule
of law is the basis of legal systems, ensuring stability,
predictability and justice in relations between the state
and the individual.
