Функціонування інформаційних установ в умовах воєнного часу

Abstract

Магістерська робота присвячена дослідженню особливостей функціонування інформаційних установ в умовах воєнного часу на прикладі Гладковицької сільської ради Гладковицької територіальної громади. У роботі проаналізовано теоретико-методологічні основи інформаційної діяльності, визначено основні функції та роль таких установ у забезпеченні інформаційної безпеки держави. Особливу увагу приділено нормативно-правовому забезпеченню діяльності інформаційних структур у період воєнного стану та їх адаптації до нових викликів. Проведено аналіз організаційної, документної та архівної роботи місцевого самоврядування, розроблено рекомендації щодо удосконалення захисту персональних даних і кадрової документації. Розкрито значення цифровізації архівних документів як важливого елемента інформаційної стійкості громади. Установлено, що в умовах війни інформаційні установи виконують не лише адміністративну, а й гуманітарну, просвітницьку та координаційну функції.

The master's thesis is devoted to the study of the peculiarities of the functioning of information institutions in wartime, using the example of the Gladkovytskyi Village Council of the Gladkovytskyi Territorial Community. The thesis analyzes the theoretical and methodological foundations of information activities and defines the main functions and role of such institutions in ensuring the information security of the state. Particular attention is paid to the regulatory and legal support of the activities of information structures during martial law and their adaptation to new challenges. An analysis of the organizational, documentary, and archival work of local self-government is conducted, and recommendations for improving the protection of personal data and personnel documentation are developed. The importance of digitizing archival documents as an important element of community information resilience is revealed. It has been established that in wartime, information institutions perform not only administrative but also humanitarian, educational, and coordination functions.
