| uk_UA |
| dc.description.abstract | This article analyzes the concept of autonomy as an element of the right to self-determination, its international legal regulation, global experiences in creating autonomies, and the possibilities for their implementation in Ukraine. The right to self-determination is one of the fundamental principles of international law. It ensures that peoples have the ability to independently determine their political status, as well as their economic, social, and cultural development. In the case of indigenous peoples, one of the mechanisms for exercising this right is autonomy. The contemporary development of international law is characterized by a striving for the harmonization of the principles of territorial integrity of states and the right of peoples to self-determination. Achieving such a balance is a current issue in international law. The role of autonomous entities, as an element of decentralization, is growing in connection with the changes occurring in the political, ethnic, and administrative structures of many countries. For Ukraine, with its diversity of regions that differ in natural conditions, urbanization levels, regional economic structure, linguistic, historical, and religious preferences, as well as ethnic composition, a balanced state regional policy is just as important as it is for the European Union. In the Ukrainian context, particularly with regard to the Crimean Peninsula, an important issue is the study of the creation of autonomies as one of the possible forms of exercising the right to self-determination for ethnic communities, their classification, and the positive and negative consequences of their creation, drawing on the experience of foreign countries for future use. Given the historical context, the annexation of Crimea, and the need to protect the rights of indigenous peoples, this issue is of particular significance. The Autonomous Republic of Crimea, by its legal nature, is an autonomous entity. It holds a special status within Ukraine, as defined by the Constitution of Ukraine and the Constitution of the Autonomous Republic of Crimea. The relevance of the issue of the autonomy of the Crimean Peninsula is further confirmed by the ongoing societal debate regarding the status of the Autonomous Republic of Crimea after de-occupation. The key options being discussed include: the abolition of its autonomous status and the creation of the Crimean region, the creation of a national-territorial autonomy for the Crimean Tatar people or the autonomy of indigenous peoples, or leaving the status unchanged. | uk_UA |
